In case other developers find this page and need the same help, I wanted to add details about this procedure:

Weebly Developer Documentation contains complete info on how to Create a Developer Account and test site, but here is a quick run-down of what to do:

1. Login/Register for a Free Weebly Account, visit https://www.weebly.com (you'll use the same login information in a moment, so keep it handy)
2. Visit the Weebly Developer Documentation page: https://dev.weebly.com
3. Click on "Developer Login" (AKA - Developer Admin Portal: https://www.weebly.com/developer-admin/ )
4. Register as a Weebly Developer on the Developer Admin Portal by using the SAME credentials you used in step 1 above, complete your profiile, accept the developer agreement, and confirm the developer account.
5. Log back in (first logout if you haven't) to your Weebly.com account, and now you will see a new site named "Weebly Developer Test Site"
