I am thinking about buying an Ipad off of square because it is $100 cheaper than at Verizon. Are iPads unlocked and able to add to a phone plan with any wireless carrier?

The iPad sold on Square's Shop with the Square Stand is the 32GB Wi-Fi Silver iPad. This means it can only be used with Wi-Fi, you can't use a cellular plan with that specific iPad.

If you purchase the iPad outside of Square you can choose a cellular plan. For your reference, this Support Center article has a list of iPads that are compatible with Square Stand.
