I have a text box on a page that basically keeps track of announcements. (This is on a password-protected page, so I do not want to share the URL.) Rather than deleting old announcements, I would like to limit the height of this text box and have it add a scroll bar when it exceeds the set height. Is there a way to control the behavior of one particular text box on one particular page only?

Possibly through some theme customizations. Another way would be to code it yourself with the embed code element. A member of our Community might be able to help with the latter since it wouldn't require seeing the page itself.

Adam, do you know if I embed the code myself will it only affect the one page it's on? I don't want to make this change to all pages.

If you do it via the Embed Code element then it would be limited to just that page. Some custom CSS changes can also be included in the Header Code field for a page on the Pages tab. Just a different way to go about it, really.
