To the best of my knowledge, I don't think there's a way right now to auto-populate Promote with contacts you get via your Facebook ad. That would be a really handy thing to have, though, since we've added Facebook ad integration to promote. Feel free to post that to our Vote on Features board if you have a moment.
In the meantime, I think you'll have to import your CSV manually.
