Google Adwords credit doesn't work in the UK?

I have set up an adwords account and tried to use my weebly coupon code but I'm getting the error message - "This promotion isn't available for the country where you're billed." I'm based in the UK, surely it's not only available to people in the US? Seems unfair!!

Unfortunately, the codes given to by Google are not usable outside of certain areas, @ALS. Sorry about that!

My code said expired its the second code that hasnt worked with my weebly website and that added with the fact i cant upload my products to the google merchant centre because weebly is not compatible i may move my domain elsewhere i get no traffic unless i do a heap of sharing :C and still no sales
