Customer's Chip Card is not working to pay a Invoice. What do we do?

My customer has tried to pay her emailed invoice several times with her new activated Chip Credit Card.  She keeps getting declined.  I have also tried to manual enter it for her.  How can you accept a payment toward a invoice with her Credit Card information that she has given me over the phone.

There are a few reasons why a card would be declined, typically cards are declined because the information being entered doesn't match what the card issuing bank has on file or the bank declining the charge.
