We don't have "discount cards" available but you can create a discount just for the police and fire departments and track it through your Dashboard. 

You can create a discount and name it "police and fire departments" so your cashiers will know to apply that particular discount. Once the discount is applied, you can track all of the discounts applied through your Square Dashboard.
