I have gotten a server unavailable message when trying to import a new item library for 4 days now. I have logged in on 3 different internet/server connections and restarted my computer. The error remains. I thought maybe there was a new year upgrade or something but now it's been days and still can't change my item library. This is an issue.

It doesn't sound like this is an issue with the file itself, I understand you have ran through these steps previously but it would be great if you could test out the browser troubleshooting steps below, they usually help with connection issues.
- Make sure your browser is up to date.
- Clear the cache on your browser. Access the Help menu of your browser to locate step-by-step instructions.
- Switch to a supported browser, such as Google Chrome.
