I was trying to charge a customer card over the phone without the card I dont have a charge button or the black bar at the bottom of the screen.

You should always see that blue charge button and the black menu bar on your Square Register App. If you aren't seeing that you maybe experiencing a glitch in your app, check out this Support Article for some tips.
