This is interesting, Hong Kong does have numerical zip codes. Do they live just outside the city limits?
Also have you asked them to reach out to their card issuer to make sure that the declines aren't coming from there?
If you're charging a larger than normal dollar amount on their card outside of Hong Kong, might raise some red flags at their bank.
