Custom Apps

We are creating some custom apps in our cloud admin account to install for our clients to use. Most of them are working fine, but a few are not appearing in the editor menu (under Installed Apps). The apps are still in draft status, but have been installed to our dev site for testing. Why are some showing up and others not?
