anchor tag spawning new page and more

Have a test page to work with anchor tags. I have tried the <a name="foo"></a> and the <div id="foo"></div> syntax and link does nothing when called via http://www.gardinerwa.org/j1.html#foo if i live the anchor tag empty. 

If i add content to the anchor tag, i.e. <a name="foo">Eat cats</a> then the calling link works BUT it spawns a new page in my web browser, does not just jump down to correct location.

I have tried on Chrome, IE, and Edge.

I know this should be easy-peasy but i cannot figure out what is going wrong

Hey there! You may want to check out our article on anchor links here. The ;nbsp placed in the tags should ensure you won't have extra text hanging around, and the check built into the Weebly link tool will avoid pulling up a new window.
