On mobile devices:

When I go to the underlying weebly URL (https://mooyeatsd.weebly.com) the mobile version of the site displays just fine.

But when I go to the site via the overlying domain name (http://mytsd.us/) on mobile devices I get a tiny version of the desktop version.

Any idea how to fix this?

Thanks for reaching out, @victoria_rivas

I believe this is happening because the custom domain is setup to forward with masking. The only work around I know of is to connect the domain properly to the site by assigning the custom domain as the site address.

You can make this change under the Settings tab in the site editor, however, it would require an upgrade to a paid hosting plan.
