I am from Brazil and my Paypal account was disconnected to weebly. So when I try to connect again nothing happens.
Just open a new window to log in Paypal but after logged nothing happens.
I searched on another site and saw that this problem also happens in squarespace with Brazilian accounts. But in squarespace we have a solution using API signature.
My store is closed now because this problem!!!! Please, Weebly does not answer my emails. I need to connect my paypal account urgently.

Do you have a PayPal Express account, @18plab? You might need to convert your account to this before you can connect:

Yes, my account is Express. It was conected but now does not work. I call Paypal and my account is right and no problems to sell. =(
Is a Brazilian Paypal account.
