How To Cancel Orders When You haven't Received Money To Your PayPal Account?

Is there a way to be able to cancel orders in Weebly when you haven't recieved the money into your PayPal account, and never will?

The order shouldn't have gone through if they didn't have the funds... have you talked to PayPal? I would recommend contacting our support team about things on this end of it, too, but first confirm what you're saying about the funds with PayPal.

PayPal says they can cancel the order but this is a Weebly issue. Why can't I cancel the order if we are refunding everything on the Weebly side?

The money is pending. 
This is a scam so if we send the item, they can say to PayPal that they never recieved the item and the transaction will be reversed.
