I would like to request a refund, I baerly used the service.

And why do I have two charges?

One is for $18 an the other is for $19.95?

The one for $18 has a description "Weebly Pro Site - 1 month"

The one for $19.95 doesn't have a description?

It looks like you have two different accounts, @offentic. I've refunded the $18 charge for your site upgrade. The other charge was for the domain Artisannail-su.com. Did you want that domain name?

That was a long time ago, I completely forgot I got the renewal on. I just de-activated it. Is it to late to get a refund?

Not at all, and I've just done that for you. The domain should expire next month unless you choose to manually renew before then.
