Check your employee permissions in your dashboard.

Employees -> Permissions

Choose the role you want to modify, then uncheck "Delete or Void items in Open Tickets" and, if you really want to lock it down, also uncheck "Manage all Open Tickets."

The Manage All setting will only allow your employees to see the tickets they opened.
