Discount: buy anything get item for $1 off

I have 2 discounts that seem to conflict.

#1 is a $1 off when you buy 2 soap bars

#2 is if you buy anything you get $1 off of lip balm

Scenario 1 (doesn't apply both discounts)

Buy 2 soap bars and 1 lip balm. It only applies the lip balm discount.

Scenario 2 (does apply both discounts)

Buy 3 soap bars and 1 lip balm. It applies both discounts.

Scenario 3 (does apply both discounts)

Buy 1 soap bars and 1 lip balm. It applies both discounts.

What do I need to do to get both discounts to apply when someone buys 2 soap bars and 1 lip balm?
