Payroll "help" says clock hours and sales tracking per employee are included with my square payroll subsciption. However, when I set up same per instructions, I'm notified that I'll be charged extra to track hours/sales per employee—unless I select "mobile staff".

Employee Management is extra. What I found in the help articles is that it integrates with these services. So if you use Employee Management, Payroll will be able to pull the data itself.
